ABSTRACT:
According to the principle of Polyrepresentation (Ingwersen & Järvelin, 2005; Ingwersen, 2012) bibliographic references in scientific documents as well as citations to documents have the potential of serving as useful features for re-ranking of retrieved documents. References (and thus citations) can be seen as footprints of information interaction, because of the behavioral conventions built in to the scientific communication and publication process. They are manifestations of degrees of utility of methods, results and ideas made earlier on by other scientists. The use of references in IR has been demonstrated to improve retrieval performance (Skov et al. 2008), whereas the number of citations has not provided similar improvements.
The presentation will discuss the following phenomena and characteristics of references and citations as means for relevance re-ranking: 1) Are academic references (and thus citations) associated with relevance? 2) What are their potentials for IR? 3) What are their limitations? The presentation will propose a range of potentials and provide an initial research design. Selected cases are exemplified from the Web of Science database.

BIO:
Ph.D. in 1991 from Copenhagen Business School. Visiting scholar at the European Space Agency, Italy, 1980-84. Affiliate Professor at Rutgers University, USA, 1987, the Dept. of Information Studies, Tampere University, Finland, 1999-2002, and Abo Academy, Finland, 1998-. Professor II at Oslo University College, 2010. Research areas: Interactive IR; IR in Context; Evaluation methods for IR; Informetrics-Scientometrics & Webometrics.
He organized the 1992 ACM-SIGIR Conference in Denmark and served as PC Chair 1995 and 2000. He co-initiated the CoLIS conferences and chaired its 2nd meeting (1996) and organized with Kalervo Jarvelin the SIGIR Workshop IR in Context (2004 & 05), which extended into the 1st International Symposium on Information Interaction in Context (IiiX), co-Chaired by Peter in 2006. He has served as invited lecturer and key-note at many doctoral fora, including ISSI, LIDA and CoLIS conferences, as well as ESSIR and NORSLIS research schools 1998-2009.
He has published several highly cited research monographs, and more than 100 journal articles and conference papers, in addition to editing work. Among his academic awards are the ASIS&T Distinguished Research Award in 2003 and the Derek de Solla Price Medal for his informetric and webometric research awarded 2005 by the International Society of Scientometrics and Informetrics. In 2007 he received the ASIS&T Best Teacher Award of Information Science and in 2009 the Los Angeles ASIST Chapter's CISTA Award for continued contributions to Information Science. He is member of the International Advisory Board of ICALIS, Wuhan University, China, and the editorial boards of the international journals JASIST, IPM, Scientometrics, and Journal of Informetrics as well as national journals in several countries.
